Somebody wins every tender you never heard about. CEDA finds them, prices them from your own past jobs, and holds every licence the bid depends on.

THE WHOLE POINT

By contractors.
For contractors.

Built by people who have filed the permits, chased the bond, and waited on the billing. Based and built in Australia, on the ground in the Philippines, and already in the hands of established Philippine firms.

Filing routes one job’s paperwork takes

5
Project stages carried on one workflow

14 agencies stand between you and the job.

You find out too late· You price it from memory· One expired paper ends it· Nobody knows where it stands

THE FILM

What is CEDA?

One minute forty-seven seconds. The permit, the tender, the estimate, the schedule, the crew and the money, in the order a real job throws them at you.

Spoken in English Best with sound on Nothing loads until you press play
THE WORKFLOW

Compliance is where it starts, not where it stops.

The same system carries a job from the bid notice through to the certificate of completion.

All of it built around Philippine agencies specifically. Not a generic tracker with a compliance tab bolted on.

HOW IT WORKS

One project, all the way down.

A job does not restart when it moves from the estimate to the site. Each stage reads what the one before it produced.

01INITIATION

Sign it knowing you can actually start.

Contract terms, notice to proceed, permits, bonds and CAR insurance, all against a readiness gate that tells you what is still blocking you rather than what is merely expiring.

Gate Ready to sign
02PLANNING

Price it and schedule it in one pass.

A bill of quantities drafted from your own past unit costs, and a PERT-CPM schedule built from the same lines. Delivery, equipment, manpower and procurement all hang off it.

Gate Ready to apply for the permit
03EXECUTION

Everyone on the same file.

Project engineer, site engineer, quantity surveyor, liaison officer and accountant, each with their own view of one live job. Variation orders, weather, QC and labour compliance all logged against it.

Gate Ready to start construction
04MONITORING

Know the real percentage, this month.

Accomplishment against the S-curve, billed against disbursed, cost by trade, and the physical progress you would otherwise only discover at handover.

Output Statement of Work Accomplished
05CLOSING

Get paid, and get released.

Punch list, accounting audit, certificates of completion and acceptance, defects liability, retention release, as-built plans and the BIR closeout. The paperwork that ends a job, produced from the records that ran it.

Output Project closeout pack
BY THE NUMBERS

What is already in the box.

01 / Wherever the job is
Office. Site. In transit.

The same job, on whatever you have open.

A liaison officer at City Hall, a site engineer under a canopy, an owner on the way to a turnover. One project, one set of numbers, whichever screen is in front of you.

02 / What ships in the box
28 credential types

PCAB through to the BIR closeout.

Fifteen your firm carries, thirteen that attach to a project. Eleven are critical: miss one and the bid does not count.

03 / Who you are about to work with
Subcontractors and suppliers

Check the licence. Then find who to call.

Every licence PCAB publishes, more than 18,000 of them, held on file rather than looked up one at a time. Alongside it a supplier directory that says who to call rather than what they charge, each firm carrying how far its details have actually been verified, and a warning on any merchant PhilGEPS has blacklisted.

QUESTIONS

What contractors ask us first.

CEDA is built and running today, and every screen on this page is the working product rather than a mockup of one. The single exception is the five stage walkthrough, a simplified demo that labels itself as one: the live workspace carries a real project’s data, and a public page cannot. We are in closed beta and onboard firms individually, so that each one is set up against its own licences and its own project history rather than left to a signup form.

It drafts the scope and the quantities, then prices them from your own completed jobs and from suppliers publishing their own rates. It never invents a figure. A line it cannot source stays unpriced, prints as unpriced, and raises a warning before the estimate leaves your hands, because a bid carrying an invented number is worse than one carrying a blank. Where a supplier publishes no rate you see “Quote on request” rather than a zero, since a zero silently under prices the bid it sits in. Every line is yours to approve before it reaches the estimate.

We surface PhilGEPS civil works notices and match each one against your PCAB category and bracket, so the list you read is the work you can legally take rather than everything published. Each notice is gated on whether your firm is ready to bid, and where it is not, it names the specific document standing in the way instead of simply refusing. Preparing and submitting the bid remains yours.

No, and it is not built to. CEDA files nothing on your behalf. It tracks every credential you hold, flags what falls due and when, and sets out where to file and what will be asked for, so that nothing is lost in the handover between your office and the professional who files it. Your consultant does the same work against a clearer record.

Agencies, validity periods and renewal cycles are verified against official sources and are stable by nature, so they are held directly. Fees, form numbers and bond percentages are not: they change, and a stale figure presented confidently is worse than none at all. So we publish no figure we cannot stand behind and point you to the governing bidding documents or IRR for the current one.

Your records remain yours throughout. You can export the full compliance ledger and every stored document whenever you choose, during the subscription or on the way out. Leaving never locks you out of your own paperwork, because a licence history held hostage is not a product feature.

Winning it comes down to three things: seeing it in time, pricing it right, and holding every paper the submission asks for. Miss one and it goes to a firm that did not. We are opening the pilot to a small number of Philippine general contractors.

  • Free for the whole pilot. Pricing lands at launch.
  • We load your records with you. You never start on an empty database.
  • Export everything, any time. Yours to keep, whether you continue or not.

Pick as many as apply. This is the single most useful thing you can tell us, and it decides what gets built next.

We use this to reply about the pilot and nothing else. No mailing list, no third parties. Submitting opens your own email app with the details filled in.
